Hello, Im attempting to install VTFEdit(Nems Tool), but the main site was down and the link took me to a place that was too confusing, so i ended up getting it from a place called TophattWaffle(Here) But its not complete i guess, so i had to get the 'Runtime' files too for whatever reason... Well, I'm not a professional video game developer. I'm just a guy that just started playing around with making mods and animations as a hobby, so I have absolutly no idea how to install these runtimes.. lol

Don't worry, TopHattWaffle is a trusted website. As for the runtimes, I'm not sure if it matters where you extract them to.
